Another Franklin County public official hemmed up on Class X sex charges

FRANKLIN CO., Ill. – It appears that there is a growing problem in Franklin County when it comes to people in positions of public authority and alleged sex crimes.

The latest man to catch a sex felony in Franklin County is a now-former Franklin County Jail employee, Chet Shaffer, 58, of Thompsonville.

Published reports indicate that the situation arose this past Friday, August 15, when information came in regarding Shaffer and the allegations, the report prompting Shaffer being placed on administrative leave. Illinois State Police were called to investigate the incident, of which no details are being presented as is routine. However, out of the preliminary investigation, the charges tell some of the story: Two counts of Aggravated Criminal Sexual Assault while bearing a Firearm, both Class X; two counts of Custodial Sexual Misconduct and three counts of Official Misconduct engaging in a Forbidden Act, those five counts all Class 3 felonies.

Simply put: The allegations apparently arose from three separate incidents, with the first Official Misconduct happening on July 26, 2019. The first Aggravated Criminal Sexual Assault while armed with a Firearm incident, as well as the first Custodial Sexual Misconduct incident along with another Official Misconduct count are said to have occurred on August 5. Then the second set of these alleged acts are said to have occurred on Aug. 12. These alleged incidents would have had to have been with a jailed or otherwise confined individual, as there wouldn’t be the need to charge “custodial” sexual misconduct…as well as a sex crime while armed with a firearm. So likely it was the inmate herself (or even himself; pretty much anything goes these days) who “notified” the sheriff’s department last Friday.

This arrest and set of charges comes on the heels of increasing sex crimes being reported in Franklin County, many of them alleged to have been committed by public officials. Several months back we became aware that there were some civil suits brewing regarding a couple of these cases. We can’t go into specifics on what we learned, but we’ll keep an eye on when anything that may happen with it, as an alleged victim has rights on a civil scale against a public official if they perceive that there won’t be justice done in a case. There is no indication that there’s such a thing in this newest report, but one can never tell…so be watching as our investigation into these matters continues.
