Mt. Carmel crim report: A few arrests, and a sentencing to boot

MT. CARMEL, Ill. – Mt. Carmel Police had just a few incidents to report, so we opted to bring you a sentencing along with it (since it all happened in Mt. C. anyway).

Here are the incidents on April 17 and 18, 2019.

On April 17, Mt. Carmel Police arrested Matthew R. Howard, 33 of Mt. Carmel, for Domestic Battery following a domestic incident at a residence in the 1100 block of North Market Street. During their investigation officers learned of a domestic Howard allegedly had with another family member. After speaking to both parties, officers found evidence to indicate Howard battered the family member in question. Howard was taken into custody and transported to the Wabash County Jail. Howard was charged and held pending a bond setting by a judge. 

On April 18, Mt. Carmel Police arrested Robert L. Christie, 39 of Mt. Carmel, for Possession of a Controlled Substance following a traffic stop at 13th & Market Street. During the stop K-9 Officer Daniel Hopper conducted a free air narcotics sniff around the exterior of the vehicle by using his K-9 Ace. Ace alerted to the odor of narcotics so a search of the vehicle was conducted. During the search Officers located a pill found to be Phentermine Hydrochloride, a controlled substance. Also located in the vehicle was cannabis and drug paraphernalia. Christie was placed under arrest and transported to the Wabash County Jail. Christie was charged for Possession of a Controlled Substance as well as Ordinance citations for the cannabis and drug paraphernalia. Christie was held pending a bond setting by a judge regarding the controlled substance.

Also on the 18th Mt. Carmel Police arrested Jesika R. Moreno, 26 and Jacob M. Brown, 27, both of Mt. Carmel, for Disorderly Conduct.  Officers were dispatched to a residence in the 1400 block of West Third Street regarding a domestic dispute that could be heard from a nearby resident. Once officers arrived to the area they spoke to the complainant as well as the involved parties. At that time charges were signed against the couple for Disorderly Conduct due to their repeated breaches of the peace in the neighborhood. Both were taken into custody and transported to the Wabash County Jail. Upon arrival both were charged and held pending the posting of bond.

And then the sentencing was released by State’s Attorney Cassandra Goldman today:

Frank E. Shoultz, 43 of Mt. Carmel, has been sentenced to six years in IDOC with regard to a number of cases that he was on the hook for when he messed up in his most recent case, that being an Aggravated Domestic Battery dating back to August of last year, which is also included in the sentence.

Court documents on file show that on Aug. 6, 2018, Shoultz committed the act by strangling the girl he was in a dating relationship with. She of course survived and didn’t back down in pursuing charges, fortunately.

The Agg Batt kicked off punishment in several other cases in which his previously-issued sentences were minimal. He’s now going to report to prison on all of them – April 18 Possession of Meth less than 5 grams; as well as a December 17, 2017 Domestic Battery in which he struck his significant other at the time in the head and he had had a previous battery conviction in Wabash, making this one a felony.

Because of the nature of the crimes, Shoultz will be required to serve 85 percent of his sentence in IDOC. He’ll be doing four years of parole upon release.
