Early-morning drug bust after traffic stop gets two jailed

CARMI, Ill. - Two Carmi women remained in jail this afternoon in White County following an early-morning bust that was effected after a Carmi City Police traffic stop.

Reports show that at 12:27 a.m. this morning, Wednesday, March 20, the traffic stop was conducted at 911 Stewart Street.

Billiejean Voliva

Angela G. Starnes, 39, and Billiejean Voliva, 24, both of a residence on the 600 block of Sycamore Street, were taken into custody after officers say they found controlled substances in the vehicle.

Both women were charged with felony Controlled Substances Trafficking and Possession of a Controlled Substance; misdemeanor Possession of Cannabis More than 10 grams; and two civil citations: Possession of Cannabis Less than 10 grams and Possession of Drug Paraphernalia. Additionally, Starnes, as the driver, was cited for Operation of Uninsured Motor Vehicle.

Robert Belka

In other Carmi City Police incident reports, on Tuesday evening (March 19) at 7:02 p.m., a Carmi man was arrested at Pundrake gas and convenience store on several outstanding 2019 White County warrants.

Cops got a bonus when they conducted a search of Robert A. Belka's person and possessions: He managed to additionally get charged with Possession of Meth, Possession of Cannabis less than 10 grams, and Possession of Drug Paraphernalia.

As of this afternoon, Belka, 29, of Carmi, remained behind bars in the city/county jail.

Donald Stover

A few minutes after Belka was taken into custody, another Carmi city police incident caught up Donald E. Stover, 44 of Carmi, in a warrant arrest at 7:09 p.m. Tuesday.

An officer saw Stover walking in the area of Cherry and Walnut streets in Carmi and, knowing him to have a White County warrant for Criminal Trespass to Real Property, took Stover into custody.

Stover was able to post the requisite bond to secure his release.
