Juggalo thuggin’ in tha Mills involves water department clerk

CARRIER MILLS—A very strange situation has arisen in Carrier Mills with their city water department clerk, a Juggalo, and the clerk’s daughter.

The above photos are all from Facebook pages of the parties involved: Carrier Mills water department clerk Jessica Simmons, 36; Cody Perez, age unknown; and Jessica’s daughter Chelsea, age 14 or 15.

It’s been reported that the clerk parties with her daughter, which is why they have so many fun pics to work with.

Anyway, here’s the story as it’s been told to us: During the Gathering of the Juggaloes in August of this year down in Hardin County, clerk Simmons went to watch and participate. She happened upon Perez, a ‘lo from Oklahoma. And not just any ‘lo from Oklahoma, but one who had been under suspicion of murdering and dismembering a 19-year-old ‘lette, Carina Saunders, in his home state, and leaving the parts in a duffel bag. He was, however, exonerated of that suspicion. And somehow found his way to Illinois. Where he hooked up with Jessica, and she brought him home to Carrier Mills.

Locals have been concerned with Perez since being aware of his long criminal record and being the once-named person of interest in the murder case. They started paying attention to what he was doing and who he was with, especially after clerk Jessica pulled her daughter out of school after taking Perez in to her house.

Witnesses in Carrier Mills state that they have repeatedly seen Cody Perez and Chelsea Simmons holding hands around town when Jessica is at work. Jessica took her daughter out of public school earlier this year and Perez is supposed to be home schooling her.

Recently, Jessica came to a local club with Perez, who proceeded to get into a fight with one of the members about him being in a members ONLY club.

This isn’t the first time a physical altercation has taken place in the Mills with Perez: there are reportedly pictures of clerk Jessica slapping him in the face in front of her work place, the water office.

On Sunday night, October 19, scanner listeners heard a call to Oak Street in Carrier Mills.

Witnesses (a local man and his sons) had called the cops on Perez when the sons noticed Perez SLAPPING CHELSEA AROUND. The father notified he was “gonna call the cops,” at which time Perez attacked the father in a fight. The 19-year-old and 12-year-old son got into the fight. Perez was stated to be “crazy on drugs” because he kept getting back up to fight again. Police announce they had to TASER Perez and hog-tie him for resisting arrest. Even after he was arrested, he was head-butting the cop cruiser windows; he had to be placed on the cruiser in his stomach. Police confirmed to us this morning that Perez was beat up pretty badly, all of his own doing, and somehow also managed to shuck his clothes during the fight; he was fully dressed when it started, but by the time it was over and he was arrested, he was wearing only boxers.

While it was reported that Perez was taken in on eight preliminary charges, none can be found on judici right now; only an order of protection the man who witnessed the slapping and had his kids call 911 had taken out against Perez. Charges may be pending, however.

According to Carrier Mills residents we’ve spoken with, folks are relieved that the little punk is in jail and hope he doesn’t come back; he had been harassing people & businesses in Carrier Mills leading up to the arrest.

      • Right now must be a long time, since your headline still shows her as Village Treasurer a week later. The real Village Treasurer took offense at the error and I can’t say I blame her.

        • The headline says water department clerk. The link at the Facebook page may say treasurer, but I can’t change that. Unfortunately for you, you apparently can’t change how ignorant you are that you can’t tell the difference between a headline and a link.

          And btw…I GIVES a shit whether anyone in a position on the public teat takes offense. Make sure she knows that…K?

          • Well, I was in error in calling it a headline but neither was it a link of any kind. It was the summary line under the headline on your website and I notice that it has now been fixed. As for whether you care about offending someone with a public job, I’m sure you don’t. However there is a difference between offending someone by telling an unpleasant truth and offending a person with obviously inaccurate information. I also resent your referring to someone who does a job that has to be done, does it well and receives a very modest compensation for her efforts as being “on the public teat”. Yes, there are overpaid, incompetent and corrupt public employees out there but most of them are just doing a day’s work for a day’s pay.

      • Mr Howser, I try not to use the word “whooped” in my reports. I have not been authorized to make a “press release”(that’s above my pay grade) but I will say this… The suspect(presumed innocent) in this case may’ve got a young girl, youthful boy and aging male for Round 1. Once law enforcement was called, Round 2 was with a deputy who’s name I won’t put online and a petite & delicate flower(that’s how I like to refer to myself) that used the least amount of force necessary to get a desired response. I hope this eliminates any confusion as to whether the suspect was “whooped” during apprehension. Thanks & have a nice day

  5. I know Jessica and she is a good person. Kind and helpful. She may have used bad judgement but she is not a bad person. Her daughter is her world. Chelsea is a good kid too. She has been removed from public school due to bullying. It is a shame but they have had to put up with this for several years now and that is why Chelsea is being home schooled. I love you Jess and Chelsea. Keep your chins up.

    • Arronsgranny,…I wonder how much of it is a front? We know you usually have very good judgment on what’s going on there in the Mills…but this situation is crazy. And there are too many people who have seen FIRST-HAND, and have told us about it, what’s going on with that family. It’s a nightmare mess if you ask me…typical of the kind of irresponsible things we’ve seen coming out of CM since 2009 with that situation with Shannon Burton (and Tammy Collins, too, ‘syrup girl’). Just a bunch of adults who had kids when they were too young, and are now acting like kids themselves, with their own kids. It never ceases to amaze me the CRAP they get into there in the Mills when it comes to child sex abuse.

  7. I don’t think this should be a Juggalo love/hate discussion, rather it should be huge warning sounded for the family of Jessica and Chelsea. Heavy drinking, partying with teens and enabling your teen daughter to run wild is the issue. This girl is already on probation for lying to police and hiding a kid under house arrest after he cut off his ankle bracelet. This girl, who is not old enough to drive is seen all hours of the night driving her mothers car with a carload of hoodlums in tow. I agree with Russel. Both need counseling before they both end up dead.
